UK Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

Based on a new survey of municipal councils, UK councils are planning to offload social clubs, sports centres, and retail spaces as they bet on a rapid disposal of assets to stabilize finances.

Increasing Financial Pressures Prompt Asset Sales

A coalition of councils for major urban areas in the UK reported that six out of ten of councils are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have previously faced criticism for disposing of public land and open spaces to support their budgets, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

This coalition said that a high proportion of councils seeking to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would prioritise restructuring services and using financial reserves to weather increasing fiscal pressures.”

Detailed Examples of Proposed Sales

One local authority in southeast England said its property management strategy featured the disposal of a shopping centre in a local town and a social club in another town to generate 20 million pounds over five years.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the plan.

Council Tax Rises and Broader Fiscal Pressures

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will need to raise local levies next April to address the rising cost of core provisions, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will press ahead with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking creative strategies but some of these require time to deliver both improved services and financial savings,” stated a council leader.

He continued: “We face population challenges which will persist to increase the pressures we have. As a unitary authority, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of county councils recently also found local finances being stretched by the increasing figures of young people and adults requiring special educational assistance.

The County Councils Network projected that council deficits will reach £4.4bn a year by the end of the decade, as they grapple to cope with increased demand.

Ministers have delayed planned reforms to the Send system until next year after a policy document outlining those changes was recently delayed.

Disadvantage and Financial Shortfalls

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many key cities members were among the most disadvantaged in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the 2025 deprivation indices,” noted the report.

“Although only a single urban area is among the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of England. The data highlights the extent of difficulties confronting municipal officials across key cities in the coming year,” the analysis added.

“Council officials have been explicit about the need for a fair and sustainable funding system that accounts for and addresses the real levels of deprivation and need,” stated Michael Mordey.

“Lacking this, local authorities will continue to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of councils have cut or compromised care services in the past 12 months, the study found.
